What the Mayor Actually Declared

Mayor Brandon Johnson signed Executive Order 2024-2 on December 24, 2024, creating a Transfemicide Working Group. The group was tasked with reviewing city policies, training, and directives focused on the Black, Indigenous, and People of Color (BIPOC) transgender community. Johnson promoted the initiative again in June 2026, saying his administration had “strengthened the City’s capacity to support LGBTQ+ Chicagoans.” [4]

Johnson pointed to Chicago Sun-Times data showing 14 transgender people were killed in Chicago between 2016 and 2024 as justification for the emergency. The Numbers Don’t Match the Emergency

In 2026, Chicago recorded 198 total homicides. Only one involved a transgender victim. The data problems go deeper. A report cited by the Johnson administration to support the emergency includes suicides in its count of “transfemicide” deaths.
