What the Mayor Actually Declared

Mayor Brandon Johnson signed Executive Order 2024-2 on December 24, 2024, creating a Transfemicide Working Group. ^[2] The order defined “transfemicide” as the targeted killing of a transgender woman driven by transphobic and misogynistic hatred. The group was tasked with reviewing city policies, training, and directives focused on the Black, Indigenous, and People of Color (BIPOC) transgender community. Johnson promoted the initiative again in June 2026, saying his administration had “strengthened the City’s capacity to support LGBTQ+ Chicagoans.” ^[4]

Johnson pointed to Chicago Sun-Times data showing 14 transgender people were killed in Chicago between 2016 and 2024 as justification for the emergency. ^[1] That works out to fewer than two deaths per year over eight years. Critics note that Chicago regularly records 500 to 700 total homicides per year, making the proportional case for a specific “state of emergency” hard to defend on the numbers alone.

The Numbers Don’t Match the Emergency

In 2026, Chicago recorded 198 total homicides. Only one involved a transgender victim. ^[1] That victim was killed by her boyfriend, and investigators found no evidence of anti-trans motive — meaning the case does not meet the mayor’s own definition of “transfemicide.” Declaring a state of emergency over a category of violence that produced one death — and not even a qualifying one — is a tough sell to residents watching hundreds of their neighbors get shot every year.

The data problems go deeper. A report cited by the Johnson administration to support the emergency includes suicides in its count of “transfemicide” deaths. ^[3] But the mayor’s own executive order defines transfemicide as a killing — not suicide. Including suicides inflates the numbers and undermines the credibility of the entire case. On top of that, the same report features images of 21 individuals but never states how many transgender women were actually murdered in Chicago. ^[3] That makes it impossible to verify the claim that violence against transgender women is “pervasive.”

Wrong Priority at the Wrong Moment

The timing made the backlash worse. Johnson chose to publicly promote his Transfemicide State of Emergency during Juneteenth weekend 2026 — a weekend when Chicago saw 39 shootings and 6 people killed. ^[3] Critics across the political spectrum called it a tone-deaf move. Residents and commentators asked how a mayor could spotlight a category with one documented death while dozens of people were being shot across the city in a single weekend.

Johnson’s post on X promoting the initiative drew thousands of sarcastic replies. ^[1] Commentators accused him of chasing identity politics while ignoring the gun violence that kills hundreds of Chicagoans every year — many of them Black men from the same communities the mayor claims to champion. Nationally, the Human Rights Campaign has noted that about 42 percent of transgender murders involve killings by intimate partners, not hate-motivated strangers — which further undercuts the “targeted hate crime” framing the mayor relies on. ^[1] Chicago residents deserve a mayor focused on the crisis that is actually killing hundreds of people a year, not crafting emergency declarations built on shaky data and a definition that the city’s own cases don’t fit.
